• Master's Degree in Data Management, Epidemiology, Public Health, Health Informatics, Data Science or Statistics.
• Strong analytical and problem-solving skills.
• Demonstrable experience with data analysis and visualization.
• Working knowledge of SQL, DHIS2, Excel, and/or data analysis and visualization tools.
• A good understanding of public health, project management, health informatics, and data management (collection, analysis, interpretation, use, and feedback)
• Experience or knowledge of immunization and public health information and surveillance systems
• Strong communication and stakeholder-engagement skills. Experience working with government or public-sector stakeholders is an advantage.
• Ability to work independently while collaborating effectively with multidisciplinary teams.

QUALIFICATION

• Master's degree (or equivalent) in data science, data management, epidemiology, public health, or a related field
• Possess at least 1 year of experience in data management and/or working with public health surveillance, monitoring, and evaluation systems.
• Experience working with or using District Health Information System 2 (DHIS2)
• Experience in Routine Immunization (RI) and Surveillance data at the subnational (LGA or State) level.
• Experience in GIS Map analysis (ArcGIS, QGIS)
• Must also have previous experience working with DHIS.
• Experience with STATA, Python, RStudio

KEY DELIVERABLES

1. Data analysis products: Timely analytical outputs, data summaries, and insights to support programme decision-making, including inputs to the annual meningitis surveillance report and to vaccine-effectiveness and impact analyses.
2. Dashboards and visualizations: Functional, user-friendly dashboards and data visualization products tailored to programme and government needs.
3. Data quality and triangulation: Biweekly data-quality reports, support to the annual data-validation workshop, and triangulation across SORMAS records, line lists, case investigation forms and laboratory databases.
4. Technical documentation: Clear documentation of applications, workflows, data structures, and user requirements.
5. Government support: Responsive technical assistance to government counterparts on data systems, analysis, visualization, and data use.
6. User support and capacity building: Training, onboarding, and troubleshooting support for users of digital tools.
7. Innovation and continuous improvement: Identification and implementation of opportunities to improve data systems, visualization, and programme data use.

Education

• Bachelor’s degree in Computer Science, Software Engineering, Information Technology, Information Systems, Health Informatics, Public Health Informatics, or a related field.
• A postgraduate qualification in Health Informatics, Computer Science, Data Science, Information Systems, Public Health, or a related discipline will be an added advantage.

Professional Experience

• Minimum of 3–5 years of relevant professional experience in software development, digital health, health information systems, data management, or a related technical field.
• Demonstrable experience in the design, development, deployment, maintenance, and support of software applications.
• Experience working in public health, surveillance, immunization, or health information systems is highly desirable.
• Experience working with government, development partners, NGOs, or public health programmes will be an advantage.

Technical Competencies

Candidates should demonstrate practical experience in several of the following areas:

• Software development: Java, PHP, JavaScript/TypeScript, .NET, R, or equivalent relevant programming languages.
• Web and mobile application development.
• Frontend frameworks (UI/UX): Angular, React, or equivalent.
• Backend/API development: REST APIs, JSON, authentication, and system integration.
• Database technologies: PostgreSQL, MySQL/MariaDB, SQL Server, or equivalent relational databases.
• Data analytics and visualization: Power BI, R, Excel, SQL, or equivalent tools.
• Digital health platforms, particularly DHIS2 or other health information systems.
• Interoperability: APIs, data exchange, data mapping, and health information exchange concepts.
• Containerization and deployment technologies, including Docker, will be an advantage.
• Experience integrating external services such as SMS, WhatsApp, mapping, authentication, and notification platforms will be an advantage.
• Proficiency in applying AI-enabled tools and techniques to enhance software development, automate workflows, improve data processing, and develop innovative digital health solutions.
